What is TAMA?

TAMA 38 - National Outline Plan for strengthening existing structures against earthquakes.

The plan adopted in 2005 with the aim of strengthening buildings that were not built to  a building code to resist earthquakes. The law applies to buildings built before 1980 that are three stories or higher or with construction rights in excess of 400 square meters.

Due to the high financing costs of strengthening hundreds of thousands of buildings across the country and to incentivize tenants, the state is providing additional construction rights for the developer and tenants. These rights are reflected in the upgrading of the building and the common areas together with the expansion of the existing apartments by adding a safe room, a balcony (if possible) and other additions according to planning restrictions, up to an area of 25 square meters per apartment.

Upgrade your home and property value
TAMA 38 is a program that benefits everyone, whether you are living in a building in need of renovation or an investor seeking an opportunity to buy a new apartment in a project.

Enjoy a new residence with more space and modern comforts
As a longtime resident of the building, you know when it’s time to renew and you’re probably aware of the immense potential your apartment holds. With TAMA 38, you benefit from a reinforced structure, a larger, more modern apartment with high end technical specifications, terraces, elevators, elegant lobbies and manicured gardens. These improvements increase the value of your apartment, at no expense to you.

During implementation of a TAMA 38 urban renewal project, we become your partners every step of the way. Together, we create a new and up-to-date residential environment which gives you the following benefits:

1
Up to 25 sq. m of additional space, which includes a safe room and an additional room or extension to each apartment
2
Balconies of up to 12 sq.m (if the building plans allow)
3
New elevator for the building
4
Renovation of the building contour, including upgraded windows and Jerusalem stone
5
Renovation and replacement of the building's sewers and drainage infrastructure
6
Renovation of lobby and stairwells

All planning and project initiation fees are covered by Hadas City, including attorney expenses and tenants’ building inspection fees.

TAMA 38/2 is similar to TAMA 38/1 but involves the demolition of the entire existing building and increased building rights. Residents gain a spacious new building with apartments constructed to the highest modern standards in place of their existing apartment plus an additional 25 sq. m, balconies, elevator, warehouses, and underground parking if possible.
With TAMA 38/2 you are entitled to alternative accommodation during the construction period at no additional cost on your part. You benefit from a dramatic increase in the value of your property, while staying in the neighborhood you know and love.

For this kind of project to yield success, it is not sufficient for neighbors to decide that they want to renovate. Rather, it is essential to initially choose the correct partner to execute the project to completion. At Hadas City, we work in partnership with you all the way to upgrading your living experience.

Partnering for Success
We see residents as full partners in the success of each renewal project. They are involved at every stage –from planning to receiving the keys.

Listening to the needs of residents is a challenging task, but when they realize we are leading the project for them - the partnership is harmonious. This is how we can build to the highest quality.

Urban renewal is unpredictable from an economic perspective, with planning and construction challenges. Therefore, an urban renewal project requires entrepreneurs characterized by strong financial backing and international commercial relationships such as those offered by Hadas Capital Group.

A crucial element of urban renewal is planning. For us, this means taking into consideration the needs of local residents and offering them a win-win partnership where we both prosper - and not at each other’s expense. This is the most important aspect of urban renewal.

The Stages Of The Revitalization Project.
Eligibility and approval in principle
Eligibility and approval in principle

The first stage is to enlist approval from the tenants. Legally, approval of two-thirds of the owners of the building's housing units and common areas is required. For demolition and construction (Tama 38/2) an 80% majority is required.

Tenants' Compensation and Business Presentation
Handshake

Following the residents’ agreement in principle, the second stage involves a meeting with the residents at the company's offices. Here, we deliver a business presentation and unveil a preliminary architectural plan for the building, as well as providing details of the tenants' rights and compensation.

In the third phase, the project goes into detailed planning. Each resident receives a personal plan highlighting where the additions to their apartment are planned and what changes will be made. Once approved, the plan is submitted to the relevant local building authority committees, in order to expedite and obtain building permits.
